JILL BARSON GILBERT, QEP

Jill Barson Gilbert is President, CEO and Founder of Lexicon Systems, LLC. She is a thought leader on environment, health & safety (EHS) management information systems (EMIS), a respected business advisor and author of over 80 publications.

Gilbert initiated her Information Systems/Information Technology (IS/IT) experience as Director of Product Management for EHS software applications at Oracle Corporation. After that, she managed and executed enterprise-wide EHS software implementations as Senior Product Manager and later Director of Marketing & Communications at T3, a technology consulting firm.

She began her career in the chemicals and refining industry in quality assurance, moving quickly into the environmental and industrial hygiene field. This led to an EHS management consulting career at Pilko & Associates, Inc. She managed some of the company’s largest client accounts, conducting compliance and management systems audits; due diligence for mergers & acquisitions (M&A); litigation support; and compliance projects in a wide range of industries.

Gilbert studied arts and sciences at Miami University (Oxford, OH), earning a Bachelor of Arts degree in Zoology (Chemistry, Sociology/Psychology minors). She earned a Master of Science in Environmental Management from the University of San Francisco and also completed the Rice Program for Managers at Rice University (Houston, TX).

Gilbert is a member of Women in Technology International (WITI). She is a Fellow of the Air & Waste Management Association, also a past Vice President and Board Member, Past Chair of the Southwest Section and the Gulf Coast chapter. Gilbert founded and chaired the Information Solutions committee and led the Marketing & Communications effort for the A&WMA’s centennial celebration. While in industry she actively participated in a number of civic and trade groups. Today she writes the “IT Insight” column for the Association’s EM magazine and sits on the Editorial Advisory Board.

Jill Barson Gilbert is a certified Qualified Environmental Professional (QEP). She is listed in Marquis Who’s Who in America, Who’s Who in the World and several other biographical publications. She mentors young professionals as well as small- to mid-sized businesses.

Her mantra is, "Be responsive, provide high-quality service, and keep it simple."

JEFFREY S. GILBERT

Jeffrey S. Gilbert is Vice President of Lexicon Systems, LLC, a respected business advisor and project manager. He teams with clients to provide a “hands-on, real-world" perspective. A veteran of the chemical industry, his more than 25 years of assignments range from operations management and engineering to contract management and environmental management.

Gilbert has multimedia environment, health & safety (EHS) expertise with a special interest in air emissions management issues. He has considerable experience in federal MACT, NESHAPs, NSPS, PDS and Clean Air Act - Title V programs and also state New Source Review, VOC and NOx RACT programs. His business experience includes capital project management, due diligence, toll manufacturer contract management, process supervision and process engineering.

An engineer by training, Jeff most recently held a senior Environmental position at a Texas-based chemical company. In this position he advised senior management on merger & acquisition (M&A), business and compliance issues. In addition, he managed a group of environmental professionals and technicians and provided oversight for the implementation of a commercial EHS software package.

Previously Jeff gained valuable hands-on business, operations and environmental experience through contract administration, process supervision and process engineering for one of the world’s largest chemical companies

Jeff started his career as a Process Engineer in a global chemical company. After completing service in the U.S. Army he returned to the chemical industry, eventually moving into the environmental area, where he obtained the first Prevention of Significant Deterioration (PSD) permit in Arkansas.

While in the chemical industry, Gilbert was active in community, industry and professional organizations such as

Jeff earned a Bachelor of Science in Chemical Engineering from Louisiana State University and a Master of Science in Environmental Engineering the University of Tennessee.

TERESA L. SAVAGE-TATE

Teresa L. Savage-Tate is an associate of Lexicon Systems, LLC. She has over twenty-five years of strategic and tactical environmental experience in a variety of technical and managerial roles. Her environmental experience is multimedia, with primary emphasis on air quality issues. She also has twenty years of expertise in environment, health and safety (EHS) Management Systems, strategic regulatory permitting and compliance. Savage-Tate interprets and implements complex, sometimes overlapping, regulatory requirements often enabling clients to improve their environmental performance and reduce risks.

Ms. Savage-Tate founded Rivendell Consultants in 2004 after holding positions of increasing responsibility at EHS consulting firms E.O.R.M. and Trinity Consultants. Earlier, she was Environmental Process Leader at The Dow Chemical Company in La Porte, TX. She started her career with Rollins Environmental Services in QA/QC and later Project Manager at the Deer Park, TX waste management complex.

Today, she applies her expertise in departmental leadership, business management, environmental management systems (EMS) audits and implementations, strategic environmental permitting and environmental compliance audits.

Savage-Tate earned a Master of Science in Biology (Chemistry minor) and a Bachelor of Science in Biology (Chemistry minor) from Southwest Texas State University in San Marcos, TX. She also completed the Rice Program for Managers at Rice University, Houston, TX. She holds RABQSA (merger of the Registrar Accreditation Board and The Quality Society of Australasia International) certifications as a Responsible Care® Management Systems (RCMS) auditor and an EMS auditor.

Savage-Tate has written numerous articles and made presentations on environmental management systems and environmental performance. She is an active instructor in ISO 14001 Environmental Management Systems and environmental topics. Back to Top
